What Is an LV3 Hard Base?
LV3 is a Capital Grant item that provides a fixed payment towards hard-standing around a livestock drinking trough.
Livestock gathering around a drinker can quickly cause poaching, soil damage and sediment or manure runoff. A correctly built hard base provides a cleaner, firmer surface and helps protect the surrounding land and water environment.
The benefits can include:

Current LV3 Payment Rate
Under the 2026 Capital Grants scheme, the payment rate for LV3 hard bases is £179.15 per base.
This is a fixed contribution and may not cover the full cost of excavation, materials, preparation and installation.

Suitable Locations
Where Can LV3 Be Used?
LV3 is intended to help reduce farming water pollution where livestock are excluded from streams and other surface water. The base should be appropriately sized for the type and number of livestock using the drinker.
LV3 cannot normally be used:
- Under livestock housing or another roofed structure
- Beneath cattle-handling facilities
- Within 10 metres of a ditch, stream or other waterway
- On historic or archaeological features recorded in the Historic Environment Farm Environment Record
The proposed location and eligibility should be confirmed before work begins.
Grant Specification
LV3 Hard Base Requirements
An LV3 hard base must be constructed to the specification in the agreement and current government guidance. The requirements include:
- Excavating the area to a depth of at least 150 millimetres, unless an existing hard surface is suitable
- Extending the hard base for at least 2.5 metres around the livestock drinking trough
- Installing a suitable geotextile membrane
- Laying and compacting at least 150 millimetres of hardcore
- Finishing with at least 50 millimetres of dry sand or concrete
- Installing timber board edging around the base
The finished base should be firm, level and built to the latest specification before a claim is made.
Combined Grant Items
Using LV3 with LV7 and LV8
LV3 covers the hard base only. It does not cover the drinking trough or the associated water-supply pipework.
Where eligible, LV3 can be combined with LV7 and LV8:

Important Capital Grant Information
Applications for LV3 funding are made through the Rural Payments service. The applicant or agreement holder is responsible for:
- Confirming that the land, location and proposed work are eligible
- Applying for the appropriate grant item
- Obtaining any necessary permissions or consents
- Following the specification contained in the agreement
- Taking the required staged photographs
- Keeping invoices and other project records
- Submitting the completed claim to the Rural Payments Agency

The Rural Payments Agency requires staged photographs, so evidence should be collected before, during and after construction.
